Old Fort Homeless Continuation of Care (OFHCoC) is responsible for coordinating a regional response to end homelessness. OFH CoC is also tasked with aligning the regions’ HUD funding with a regional strategic plan to ensure the resources are spent in accordance with that regional plan to end homelessness.
The OFH CoC is responsible for developing a collaborative (community) application to HUD for the annual CoC program. This application includes the individual local applications that are solicited by the Continuum.
The Old Fort Homeless Continuum of Care (OFH CoC) issued a request for proposals for the U.S. Housing and Urban Development (HUD). FY 2024 and FY 2025 Continuum of Care Competition and Renewal or Replacement of Youth Homeless Demonstration Program Grant. HUD released the FY 2024 NOFO on July 31, 2024. The closing date for the 2024 NOFO is October 30, 2024. HUD requires CoCs to review and rank local proposals and submit a consolidated application to HUD through a HUD-approved Collaborative Applicant. Riverview Hope Campus is the local Collaborative Applicant.
The ‘Letter of Intent” for all New Projects and Renewal Projects is due on September 5, 2024 at 4:00 pm. Please email the letter(s) of intent to Wendy Brawdy at [email protected].
The LOCAL OFH CoC Application and budget forms are due September 23, 2024, at 11:59 pm per the instructions included. Links below are to the Requests for Proposals (RFP), the Application, and the Budget Form.

Creating an Effective Homelessness System: Leveraging the FY24/25 CoC Program Competition NOFO

OFH CoC is also tasked with aligning the regions’ HUD funding with a regional strategic plan to ensure the resources are spent in accordance with that regional plan to end homelessness.
FY 2024 OFH CoC Housing and Urban Development (HUD) Consolidated Application
On August 23, 2024, the Old Fort Homeless Continuum of Care (OFH CoC) solicited local applications for projects that would contribute to ending homelessness in the River Valley. These grants are due to the OFH CoC on September 23, 2024, with letters of intent being due on September 5, 2024. The Rank and Review Committee met in September and October 2024, where the projects were assessed against a set of scoring rubrics that were contained in the original Request for Proposal (RFP) and instructions. Those projects were ‘ranked’ according to those rubrics. This ‘ranking’ was approved by the CoC Board of Directors on October 15, 2024.
The documents below, to be submitted to HUD no later than October 30, 2024, are required to be listed here no later than fifteen days prior to the submission deadline. These documents are listed here for public review. These documents have been approved by the OFH CoC Board of Directors and include the FY 2024 CoC NOFO Application and the FY 2024 CoC Rank & Review Priority Listing, as well as the FY 2024 CoC Planning Grant Application.
